Mr James, who was president of the Association of Directors of Adult Social Services from 2015 to 2016, is the first person to hold the new role and will join NHS England on a two year secondment from 1 January. From 16 October until the end of the year, he will split his time equally between NHS England and Enfield.
A council spokesman said Mr James’ responsibilities would be shared between existing senior managers, pending “a review of the council’s senior leadership management structures”.
NHS England chief nursing officer Jane Cummings said: “Ray’s experience and knowledge will help ensure continuing progress across the NHS, local government and the third sector on our shared mission to drive new options for people with learning disabilities.”
