Finegreen are proud to be partnering with the National Joint Registry (NJR). NJR was established in 2002 and has collected data on all major joint replacement surgery across the NHS and independent healthcare sector. With over 2 million records, it is the largest arthroplasty register in the world and one of the most influential healthcare registries in the world which plays a significantly central role internationally. Data from the Registry is in high demand which supports research and related studies.

The purpose of the Registry is to collect high quality and relevant data about joint replacement surgery in order to provide an early warning of issues relating to patient safety. In a continuous drive to improve the quality of outcomes and ensure cost effectiveness of joint replacement surgery, the NJR monitors and reports outcomes on orthopaedic implants, hospitals and surgeons, and supports and enables related research.

The organisation is now seeking to appoint an experienced Information Governance (IG) Manager. The successful candidate will be a key member of the NJR team and this role will lead, co-ordinate and ensure the integrity of all the NJR’s governance work. The post holder will have the responsibility for managing the NJR work programmes related to NJR data release, supporting the AD Research & Governance in promoting adherence to Information Governance best practice within the NJR. In doing so, they shall operationally lead a range of Information Governance related duties including:

  • Act as a general source of specialist IG advice and guidance to the NJR management team and coordination point for the resolution and discussion of IG risk issues;
  • Day to day management of work-streams related to NJR data access and supplier feedback requests, ensuring the integrity of NJR’s data sharing processes and their application;
  • Ensure compliance with the requirements of the NJR’s data security framework and established structure and governance processes, and broader alignment with HQIP information governance frameworks;
  • Further develop NJR’s information governance processes, supporting the AD Operations & Contracts to identify, review and update IG risks as part of the NJR Risk Register;
  • Facilitate, attend and provide administrative support to the NJR Data Access Request Group, and be responsible for agendas, minutes and action lists arising;
  • Liaise with the NHS England Freedom of Information team to provide advice on behalf of the NJR and in line with statutory requirements in relation to all incoming FOI requests;
  • Maintain on behalf of the NJR a comprehensive record of all Data/Supplier Feedback Request decisions and a register of all data sharing agreements within NJR in a central repository for reporting;
  • Provide support to NJR Research Sub-committee to ensure the integrity of data flows and the legal basis to share/receive data for all research applications; 
  • Develop and maintain an Information Register of all research project IG activity including all relevant approvals for legal basis for sharing (REC/ethics, Section 251, Consent Forms, IG Toolkit scores or equivalent) and other relevant project documentation; 
  • Co-ordinate external applications for data linkage (HES, PEDW, ONS) and associated permissions on behalf of the NJR and ensure timely submission of relevant applications to external bodies (e.g. CAG – Section 251, NHS Digital); 
  • Co-ordinate the input of the NJR's contractors in project delivery as required.

The successful candidate:

  • Higher Degree or equivalent level experience in a relevant subject;                                    
  • 5+ years relevant experience within identified area of responsibility, in either the NHS or allied bodies;
  • A good understanding of UK Data Protection legislation and related statutes, including the            forthcoming General Data Protection Regulation, Freedom of Information Act 2000, Health and Social Care Act 2014, Caldicott and the application of these;
  • Proven track record of successful IG management;                                                             
  • Awareness of Information Governance agenda as it relates to health service research and data protection, with technical understanding of research ethics protocols and Section 251  support;
  • Experience of project management and developing and implementing standard operating procedures;
  • Able to work with autonomy within a framework of policies and procedures;                    
  • Capacity for sound decision making and risk assessment;                                                    
  • Excellent writing skills and attention to detail;                                                                      
  • Ability to prioritise and manage multiple tasks, working to challenging targets and deadlines;         
  • Excellent interpersonal and relationship management skills, ability to liaise with internal and external stakeholders.
  • Excellent planning and organisational skills.
  • Data Protection Qualification or Information Security Qualification ISEB qualification in Data Protection or Freedom of Information;
  • Prior knowledge of the National Joint Registry, National Clinical Audits or NHS management;                           
  • Higher Degree in Management/Health related field or other relevant experience;
  • Data Protection Qualification or Information Security Qualification ISEB qualification in Data Protection or Freedom of information;
  • Knowledge of relevant legislation such as Data Protection Act 1998 and forthcoming General Data Protection Regulation, Freedom of Information Act 2000, Health & Social care act 2014, Caldicott and other related guidance;
  • Awareness of IG agenda on a regional and national scale particularly as it relates to health service research and data protection.
