Finegreen are proud to be partnering with a NHS Trust in the North West who are seeking to recruit a Head of Resource Planning.

A newly created role for Head of Resource Planning has arisen for a fast-paced, innovative individual. The postholder must have expert knowledge of implementing new recruitment processes and systems to deliver a safe service and to maximize operating capacity with high quality campaigns and candidates.

You will ensure that workforce information systems and partners are unified with the Trusts processes, and that proactive workforce plans are drawn up to successfully deliver high quality workforce within the financial envelope. In turn, influencing and reducing premium spend through effective redeployment by lowering level of vacancies across the trust. You will lead and provide expert knowledge and advice on a range of Recruitment areas.

The Head of Resource Planning is a key member of the senior management team who will report into the Associate Director of HR, you will be accountable to the Director of Finance.

Key Responsibilities:
• Lead the development and delivery of a resourcing strategy for the Trust which is aligned to the Trusts workforce plan creating flexible cost-effective solutions to supply and retention of staff;
• Support Clinical Business Unit (CBU) leads in conjunction with the Associate Director of HR with the design and implementation of the Trusts Workforce Strategy;
• Provide leadership on the delivery of the central employment service functions;
• Management of all contracts and associated conditions with all agency suppliers including maintaining a good working relationship and holding agencies to account. Including settling of any agency disputes. 
• Lead the development of a recruitment and retention strategy for medical staff and international recruitment;
• Lead the strategic and operational development of the Temporary Staffing Team, Clinical Systems Team (s) and compliance team.
• Ensure compliance with statutory, local and national standards in relation to employment with the Trust.
• Represent Workforce Teams at the Finance, Performance and Investment Committee and work with resourcing teams and CBUs to reduce the reliance of Premium Spend Agency / Locum staff.  
• Ensure process is followed to respond to national monitoring of Framework Agency utilisation, including the implementation of nationally agreed Agency Cap rates;
• Lead the continued development of the Medic Bank service to ensure that all divisional areas are covered/all agency requests are centralised through the Temporary Staffing Team. 

A solution focused approach and partnership is required and working with clinical business units is essential, with previous experience of successfully appointing to hard to fill roles. The ideal candidate will have experience in International end to end recruitment experience and ability to manage, negotiate relationships with recruitment agency suppliers, including maintaining strict agency caps.

The successful candidate will have:
• 1st Degree level or equivalent;
• Post Graduate HR/Management Qualification;
• CIPD Qualification (Desirable);
• Evidence of continuing professional and personal development;
• Significant recruitment experience either from in-house or agency – can be from inside or outside NHS; 
• Proven ability to manage end to end recruitment cycles with a strong international focus;
• Proven ability to successfully lead hard to recruit recruitment drives/roles;
• Evidence of successfully leading organisation workforce change;
• Demonstrate experience of building, maintaining and utilising successful stakeholder management within complex organisations;
• Ability to deliver on tight deadlines;
• Evidence of successful international recruitment and associated Visa complexities;
• Ability to drive down financial costs of agency spend (Desirable);
• Experience of working in complex environments (Desirable).
