Director of Joint Commissioning

Morgan Hunt's NHS client is looking for an interim Director of Joint Commissioning for an Inside IR35 initial 3 month contract. This role is responsible for the organisations commissioning portfolio which includes mental health, learning disabilities, children's services, carers and the voluntary sector and personal health budgets.

Key responsibilities of the Director of Joint Commissioning:

* To line manage the following joint commissioning teams: Mental Health, Learning Difficulties, Children and Third Sector including recruitment, managing motivating and developing staff. Ensure effective appraisal and staff supervision.
* Lead and manage the commissioning process for Children, Mental health, Learning Disability, Carers and the voluntary sector supporting the relevant CCG leads to ensure effective delivery of the CCGs' strategies and commissioning plans including developing joint plans with the Local authorities.
* Ensure CCGs' commissioning strategies and plans are developed and informed by joint work with the public, patients, member practices and communities.
* Lead the commissioning of the Mental Health elements of the NHS Foundation Trust contract, supporting the CCG contract lead and liaising with the CSU.
* Executive lead for Continuing Health Care, holding the budget and ensuring the four CCGs fulfil their statutory requirements in this regard and have oversight of the CHC team hosted by the CCG
* Budget holder for relevant commissioning portfolio ensuring financial compliance with governance frameworks and structures.

Essential previous experience of the right candidate:

* Must have worked as an Operational Lead for Joint Commissioning within a CCG or Local Authority at Head of Level or above, with evidenced line management experience
* Ideally will have expertise in Mental Health Joint commissioning or similar workstreams across CCGs and Las
* Extensive knowledge of key portfolio areas, which must include children, Community, mental health commissioning, contracting, providers, stakeholder and market Management and joint commissioning. This will be acquired through experience in the past three years supported by relevant training
