MAIN DUTIES AND RESPONSIBILITIES
Population Health
and Demand and
Capacity Modelling
 To lead on clinical service modelling, to better understand capacity
and demand, efficiency savings, cost benefit analysis and
performance trajectories, as part of business case and bid
development
 Make use of and become an expert in existing national, STP and
CCG data modelling tools and systems, as well as development of
local resources, to produce population health and demand and
capacity modelling that demonstrate:
o opportunities for improved clinical pathways that deliver
better patient outcomes
o system efficiency and return on investment
o reporting by local or integrated care networks
 Support the development of outcome and gain / risk share contracts
through population health modelling techniques

Develop and provide expert knowledge on population health and demand and capacity modelling tools, scoping out best practice from national resources (NHS England / Improvement), provider Trusts and other health care system experts  Provide expert knowledge on payment reform within the NHS including population and capitated health budgets, outcome based payment systems, NHS tariffs and parity of esteem. 

To be able to support clinical services and the contracts team with interpreting Performance data, as part of meeting contractual requirements 

The ability to analyse, interpret and present complex data and information from a variety of sources and formats into information that is consistent, accurate, relevant and appropriate for use by a variety of audiences 

To be able to synthesize quantitative and qualitative data through multi-variate and regression analysis and communicate to non-expert audiences 

The ability to use Microsoft Word and Excel to a high standard to enable interpretation, analysis and manipulation of data.

 To provide advice on sources, analysis and presentation of data and information to other members of the department and the wider Trust.  Communicate potential contractual risks in modelling data to senior Service Leaders and escalate where relevant.

 To understand and support the Trust's quality improvement programme and associated business development opportunities

 To develop, implement systems /processes and lead on the management of external data requests received by the BDU as the point of contact for the Trust, in an efficient and effective manner Market Research 

To undertake regular research and report findings on local and international healthcare markets, competitor analysis and benchmarking

 Keep abreast of new Policies/ Frameworks and Regulations, assessing the impact of these on the Trust and the BDU 

To possess a strong working knowledge around analyzing analytical data using Statistical Process Control methodology and its related tools.  To assess international opportunities for the Trust and commercial viability 

To keep abreast of Sustainability Transformation Plans and Transformation Care Partnerships requirements and its direct impact on the BDU 

To undertake regular healthcare research, internalize impact for the Trust and develop briefings for Directorate dissemination on findings 

To develop and maintain library of research material, healthcare data, internal intelligence and national guidance and publication Information Management 

To develop, implement systems /processes and lead on the management of external data requests received by the BDU as the point of contact for the Trust, in an efficient and effective manner Planning and Organisation 

To support the Associate Director in developing strategic plans to position the Trust within the healthcare landscape, based on evidence based / benchmarking data 

To support with the development of policies and protocols for BDU General Responsibilities 

To plan and prioritise own work to ensure effective support to all areas and delivery of key objectives. 

To ensure that allocated project plan(s) are kept updated and regular reports provided to the Associate Director of Business Development  Responsible for the procurement of modelling systems, as and when required Freedom to Act 

The post holder will plan and prioritise workload and work with other colleagues in business development roles to ensure appropriate provision of corporate services. The post holder will be expected to work autonomously. Mental Effort

 Long periods of concentration within tight timelines are required for business case development. The outcomes and impact of negotiations with Commissioners have significant financial implications for the future viability and sustainability of ELFT Flexible working across BDU functions

 Members of the Business Development Unit are required to work flexibly and responsively (appropriate to their banding) across the principal areas of unit's work: commercial bids; contracts; procurement and corporate projects. This is to provide cross cover to colleagues and address variations in demand on the Business Development Unit. Communication and Relationships 

Build strong relationships with performance managers, informatics, quality improvement  Able to explain and present complex data and reports in a clear manner to non- experts.

 Work directly with clinical staff and as required with a range of partners to develop modelling systems  Participate in service leadership meetings as and when required 

Communicate potential risks in financial and information management data to senior Service Leaders and escalate to Head of Contract Compliance where relevant.
