A large NHS organisation is currently looking to appoint a Procurement specialist for a period of 6 months. 

Main Responsibilities:
  • Responsible for the development, implementation and on-going management of the Procurement Strategy for the Programme to influence legal compliance of procurement policy and supporting legislation across programme and to generate value for money for the Ambulance Radio Programme, the Department of Health and NHS Trusts;
  • Leads the development and implementation of procurement policies and system strategies to support tendering, contracts management, spend analytics and supplier performance management;
  • Develop and implement commercial and supplier management policies and strategies to support the effective management of suppliers, drive best value from contracts and meet the management requirements of the Department of Health;
  • Lead the development of new supply chains including small/medium enterprises (SMEs) to create greater competition and align the business to category procurement strategies;
  • Ensure compliance with the Department of Health’s procurement and commercial management reporting processes, including the production of score cards for all active procurements and live contracts;
  • Ensure all aspects of regulatory compliance are adhered to in regard to the respective Procurement Policies and external requirements such as OJEU procedures and implement strategies that safeguard the Ambulance Radio Programmes and the institution’s contractual and commercial risk;
  • Lead and motivate staff within the procurement and commercial management team and ensure that they receive appropriate support, training and development to achieve their potential;
  • Establishing and managing future demand and capacity planning including the development to supplier risk management.
A successful candidate will have:
  • Hold CIPS professional diploma in procurement and supply, Foundation level PRINCE2, MSP and/or ITIL qualifications;
  • Over 10 years’ experience in supplier and contract management of NHS based contracts and suppliers;
  • Significant experience of procurement process and the accompanying legislative environment, gained from undertaking central government procurement activities via a wide range of approaches including OJEU compliant procurements and the establishment and use of framework contracts.
