The Welsh Ambulance Services NHS Trust (WAST) has undergone significant transformation over the last 4 years and is today celebrated as one of the most innovative of its kind internationally.

WAST employs approximately 3,500 people and provides services to c.3 million people across Wales; covering an area of c.8,000 square miles. With a budget of c.£174 million, a fleet of over 700 vehicles and over 100 buildings, the organisation’s services are focused on unscheduled care, planned non-emergency patient transport and telephone & online advice.

As it challenges itself to build on its performance, the Chief Executive is seeking an authentic, inspirational and talented individual who is committed to being a visible, vibrant leader within the organisation, charged with leading the highest standards of public accountability and financial stewardship while always insisting on quality and value in the delivery of health care. If successful, you will work collaboratively across the organisation, and wider system and make a significant contribution towards shaping the strategic direction of the organisation and be responsible for developing, and implementing the financial, fleet and estates strategies to ensure the Trust is able to make a positive difference to the lives of the people it serves.

This is a critical role as part of the Executive Team responsible for leading the wider organisation, as a clinically-led, reliable and safe service that is agile, offers value for money and delivers high quality, safe care that meets patient needs across Wales.

Role

In addition to the above, the Executive Director of Finance and Corporate Resources will work collaboratively with the Chief Ambulance Services Commissioner (CASC) and the Emergency Ambulance Service Commission (EASC) in financial planning of services; and will interface with a significant number of stakeholders system wide across Health, Social Care and other Emergency Services (Police and Fire and Rescue) in Wales and at a UK level with other Ambulance Trusts and Emergency Services building strong collaborative relationships with these key partners to deliver strategic transformation and deliver innovative estates and strategic capital programmes.

The Post holder will also work closely with the Director of Strategy, Planning and Performance in developing potential strategic relationships and opportunities with commercial partners, cultivating these where there is a clear benefit to improvement of quality, research, continuous improvement and innovation. 

The Executive Director of Finance and Corporate Resources will develop and operate sound financial management control and reporting systems that will support and assist the Trust to deliver against its vision and ambition. They will ensure the provision of reliable, focused financial information, enabling informed commercial decision making and effective financial management.


Individual

  • We are seeking a visible, vibrant and inspiring Executive Director of Finance and Corporate Resources to move the Trust’s Finance, Fleet, Capital Planning and Estates agendas forward into the next stage of transformation.
  • You will work closely with the Chief Executive to provide strong visible leadership, providing a vision and ambition to the finance, fleet, capital planning and estates teams.
  • As well as this, we need someone who can play a key system leadership role; providing insight and understanding of wider economic, environmental and system contexts, and of future system wide developments, to help shape future strategy for the Trust. You will need to be able to articulately and confidently provide context and system wide leadership across the health community, coming up with innovative ideas to solve complex challenges and issues.
  • We are looking for an individual who has extensive experience of working at a very senior level in a Finance role in the public or private sector, emergency service setting or wider international healthcare system. You will also need a demonstrable track record of setting and delivering against ambitious savings targets, and of implementing innovative solutions, which delivered measurable improvements to services within tight financial constraints.
