London’s health and care partners share an ambition to make London the world’s healthiest global city. We have been working together to turn this aspiration into a Health and Care Vision for the capital, building on existing plans such as the Mayor of London’s Health Inequalities Strategy and the NHS Long Term Plan (LTP), as well as Sustainability and Transformation Partnership (STP) plans.

Across London there are currently four STPs: North Central London (NCL), North East London (NEL), North West London (NWL), and South West London (SWL) as well as one Integrated Care System (ICS):  South East London (SEL). It is anticipated that the four London STPs will each develop into an ICS by April 2021. All five are supported by the London regional team at NHS England and NHS Improvement, whose role is to work with all NHS organisations in the capital; ensuring that together we provide excellent services that meet the needs of our patients and service users.

To help ensure the robustness of future governance arrangements we are now looking to appoint an Independent Chair for each current/aspirant ICS. This will be the only mandated role in each ICS and will provide accountability to the system through the Integrated Care Partnership Board, which will in turn be held accountable by both the NHS England and NHS Improvement London Regional Director, and by system partners – including local government.

A pivotal part of the Independent Chairs’ responsibilities will be working and building relationships with partners across health and care. In addition, they will provide independent leadership, establish effective governance, and support the implementation of the NHS Long Term Plan for London, overseeing and role-modelling the shared leadership values of the NHS in London.

As STP/ICSs are not statutory organisations, we are looking to recruit five experienced system leaders who are able to operate effectively in an environment with an unusually high degree of flexibility and where highly developed influencing skills, political awareness and the exercise of informal authority is paramount.  In addition, applicants will need to have gained significant experience in how boards of large, complex organisations, operating in a highly regulated environment, work.
