With Liberty Protection Safeguards (LPS) likely to come into effect from October 2020, a collective of London CCGs are proposing to merge into a single CCG from 1st April 2020, therefore from October 2020 under LPS a single CCG will become a responsible body for authorisations that sit within that organisation's scope. With this upcoming changes there are three key areas of focus for their readiness work:

  • undertake a CCG scoping review
  • design the governance and quality systems required at a SEL CCG Level
  • undertake a Local Impact Assessment in conjunction with Local Authorities and NHS Hospital Trusts working with adults safeguarding leads within the SEL area

To Support with this we have been asked to assist in the recruitment of a Project Officer for Liberty Protections Safeguards.

Interim Post - 5 months

Scope of role: The project officer will:

  • Work with the CCGs Safeguarding leads to undertake this work, liaising with hospital trusts and local authority leads as appropriate and especially with regards the local impact assessment which will require a whole systems approach.
  • Work with local CHC teams, children's Continuing Care teams as well as the CHC and children's continuing care groups to engage with regards all three key areas
  • Work with boroughs to understand the capacity and capability of existing work force (factoring in those who are trained as existing Best Interest Assessors) in relation to CHC teams and new function of AMCP's.
  • Work with local teams to carry out an analysis of CHC and children's continuing care caseloads to provide estimates of LPS activity levels for the CCGs
  • Develop an options appraisal for:

  • Systems to support the operation of LPS for CHC and children's continuing care
  • The provision of advocacy services for people subject to LPS
  • The provision of Approved Mental Capacity Professionals for people subject to LPS
  • CCG assurance of the operation of LPS in hospitals

  • Draft policies and protocols under direction from the task and finish group
