Job Details

A large healthcare organisation is looking to appoint a Senior Contracting/Commissioning Professional to work with the Executive Team on the contracting capacity for the ICP 21/22 contracting arrangements. 

Main Responsibilities:
  • Work with the Executive team in the CCG and partners in the locality to lead the 21/22 contracts round in producing a contractual and legal framework which allows the development of the Integrated Care Partnerships (ICP) and allows the continued development of CCG as a strategic commissioner;
  • This will involve developing/delivering a plan to move existing contracts and grants held by the CCG to a single lead or other NHS contract form or other sub contract arrangement over the timescales as outlined in the ICP road map; in the first instance the ICP will form an integrated care partnership of providers who will all be commissioned under a single contract; The movement of other NHS contracts held by the CCG into the single ICP contract arrangement will be developed over time subject to legal requirements;
  • As joint commissioning develops it is anticipated that services commissioned by the local authorities in the locality will also form part of the services included within the ICP contract. It is anticipated that the services will include not only social care services but the wider local authority commissioning base;
  • Ensure procurement and other legislative requirements are followed, the contract form should have the flexibility to allow for acute services, community services, mental health services, Primary care (incl.GPs), social care and independent and third sector providers to be commissioned under a single legal agreement;
  • Development of ICP/CCG/LA governance in respect of contract performance for locally set outcomes and constitutional targets;
  • Initiate aligned incentive agreements across joint commissioners and between the CCG and the ICP which assist in delivering the CCG a balanced budget over the period of the ICP road map and also deliver the vision of moving expenditure to reflect need using a population management approach.
A successful candidate will have:
  • Significant proven track record operating at Board or Sub board level in a large Commissioning organisation(s);
  • Ability to analyse complex issues and situations, provide logical decisions, and reconcile competing interests, providing practical and creative solutions to problems through collaborative working;
  • Collaborate constructively with internal and external partners to create the conditions for successful partnership working, including effective negotiating and influencing skills also delivery of solutions in conflict situations;
  • A high level of political awareness and sensitivity, with the ability to understand the wider interest groups and stakeholders, seek to identify new ways of working and best practice across the NHS and other health systems internationally.
