We are offering an exciting opportunity for a System Improvement Director (SID) to join the Lincolnshire NHS. We are looking for a highly motivated, enthusiastic and dynamic individual with a proven record of leading change to join us and help drive our system-wide improvement progarmme. This is a unique role that reports into the Lincolnshire System on a daily basis but also provides regular updates to the NHSE/I Improvement Directorate on progress being made.
The Lincolnshire NHS System has been nominated by the NHS England and Improvement for entry into the Recovery Support Programme (RSP). The RSP is a new national programme currently in development that takes a whole system approach to improving the quality of care and financial performance. The RSP will replace the Quality and Finance Special Measures programmes that previously existed.
The System Improvement Director is a key role within the RSP and will be independent to the organisations and Lincolnshire system, working with and alongside the local system leaders in delivery of the improvement programme and agreed priorities.
The SID will be responsible to the CEO of Lincolnshire Community Health Services NHS Trust (LCHS) on a day to day basis, with accountability to the Lincolnshire System Leaders Board (SLB) for delivery. SLB is chaired by the ULHT/LCHS Chair with all NHS Lincolnshire Chairs and CEO’s as members of the board.
The SID also has a responsibility to ensure the NHSE/I Regional team and wider Improvement Directorate has an accurate sense of progress and risks to the planned improvement across the system and has a responsibility to provide regular updates and input into the NHSE/I Improvement Directorate.
The SID will become embedded within the organisations within the Lincolnshire system, working independently to provide support, constructive challenge, and advice to the senior leadership team, their key partner organisations and the local NHS E & I Regional team.
Core aspects of the role will be driving the improvements required in the agreed system priorities, initially these are:
- Care closer to home- identifying and developing pathways to reduce hospital admissions and unnecessary outpatient appointments, delivering more care in the community.
- Workforce planning and re-design with a specific focus on ensuring a workforce that is fit for purpose to support the shift of care closer to home. In addition, a focus on reducing temporary staffing spend within ULHT.
- Patient Flow across the system including achieving safe and appropriate same day discharge pathways; Home to Assess pathways and reductions in length of stay in line with national benchmarking.
This will include scoping the work and leading the delivery of a support package to address the identified system priorities and jointly, with the systems’ senior leadership team, overseeing the agreed package of support to ensure delivery of sustainable improvement to the NHS organisations in terms of outcomes, efficiency and cost run rate, whilst maintaining objectivity of and independency from the system. They will also have experience of integrated governance and assurance structures; with the ability to review and make recommendations to the system leaders on how this could be strengthened.
Through demonstrating robust leadership and effective performance management, evaluation and governance the SID will be a catalyst and incubator for new ways of working as we strive to deliver services innovatively to improve quality and reduce cost.
We would expect the successful candidate to have demonstrable extensive experience of working at board level within the public sector and a track record of building successful working relationships with key stakeholders. We would also expect significant practical experience of implementing strategies to deliver sustained and continuous improvement with highly developed analytical, managerial, business and leadership skills.
