Description:

A large NHS organisation is currently seeking an experienced senior procurement professional who will take ownership of the day-to-day procurement and supply chain needs of multiple stakeholders.

The role will be predominately working from home, with some onsite meeting across the course of programme.

Main Responsibilities:
  • Responsible for the development and implementation of a programme-specific workplan, ensuring that it is clearly understood by all;
  • Support, and add efficiency to internal operations and optimise resources to enable the delivery of the business and work plans, day to day operations and financial and quality targets;
  • Ensure there is a strong culture of teamwork;
  • Provide effective leadership by clarifying reporting lines and levels of accountability;
  • Lead the team to share best practice, collaborate and work as one team;
  • Create a culture of compliant purchasing within the Programme team;
  • Work with stakeholders to produce a detailed procurement and supply chain work plan that prioritises the immediate need and clearly defines the short and long term strategy;
  • Oversee multi-disciplinary procurement projects, where necessary;
  • Undertake and continuously update risk assessments on the workplan and the strategy;
  • Define contractual ownership and lines of responsibility between the organisation and Department of Health and Social Care for the purchase of all goods and services within the programme;
  • Manage the procurement process through agreeing the right SLA agreements and KPIs;
  • Lead strategic priorities and high value and complex projects on time/to budget;
  • Provide procurement advice on complex, contentious products/contract negotiations;
  • Manage the tender and negotiation exercise in line with registration and SFIs;
  • Set, monitor, and revise challenging financial and qualitative performance indicators;
  • Draw up analysis detailing expenditure and estimating financial benefits from procurement initiatives;
  • Develop a reputation as a responsive, innovative service provider to all stakeholders.
A successful candidate will have:
  • Must hold a CIPS Level 3 Advanced Certificate as a minimum, ideally also have experience within project management/or have PRINCE II/MSP equivalent;
  • Experience of working within the public sector, preferably within the NHS or other healthcare setting;
  • Proven ability to negotiate contracts and manage competitive tendering processes;
  • Working knowledge of the relevant EU regulations;
  • Ability to take the lead in networking with key clients, suppliers, clinical and professional bodies.
