Overview

We are looking to appoint a dynamic, self-motivated, innovative individual to lead the health improvement team on the Isle of Man.

Public Health in the Isle of Man

The Isle of Man is a self-governing Crown Dependency with its own legislature and national health service.  The Public Health Directorate covers functions that in England would be found across the Department of Health and Social Care, local authorities and Public Health England.  The Directorate is responsible for delivery of the four domains of Public Health:  health improvement, health protection, public health intelligence and healthcare public health.  In addition, the regulatory oversight and strategic development of health and care research and the regulatory oversight of the Human Tissue Act also sit within the Directorate.

The Directorate provides strategic leadership and guidance to protect and improve the health of our island nation through a whole systems approach across government departments and the wider community.  The Directorate is located within the Isle of Man Cabinet Office to facilitate the provision of public health advice to Government, and the protection and improvement of health through policy and strategy across all departments.

Our Team

Our Public Health Team is relatively small, but we all work very closely and are supportive of one another with a good work life balance. Our Directorate is dedicated, friendly and has recently grown (and is continuing to grow) to enable us to protect and improve the health and wellbeing of the residents of the Isle of Man and to reduce health inequalities through strong partnerships with individuals, communities and key public, private and voluntary organisations.

In this role you’ll play a key role in providing public health leadership to set the strategic direction and objectives of the Health Improvement team, in order to drive change and improve health outcomes and reduce inequalities for vulnerable groups and those in the community who experience the poorest life chances.

As well as strong skills and experience in leading on complex public health issues, we are looking for a strategic thinker with proven leadership skills, including management of change.  You will have knowledge of methods of developing monitoring and evaluation processes for public health interventions, audit, quality improvement and evidence based public health practice.  An understanding of social and political environment including an understanding of the public sector duty and the inequality duty and their applications to public health practice are essential. You will report to the Director of Public Health and lead on health improvement.

Every day is different in this role, bringing new challenges and opportunities. Your day could involve working with colleagues within Public Health, the Cabinet Office, the DHSC or other government departments, wider community or even Ministers or members of Tynwald (our local parliament – the oldest continuous parliamentary body in the world!).

What can this role offer me?

By joining us you’ll be stepping into a rare opportunity, working closely with other crown independencies (Channel Islands), UK organisations such as Public Health England and the Association of Directors of Public Health.

You will be given the opportunity to direct the design and performance of key public health programmes.  This role involves managing the Health Improvement team and you would be responsible for setting the strategic direction and managing the work of the team with a varied portfolio of health improvement work.

You can take advantage of the excellent opportunities we provide for personal and professional development. This includes the use of our Learning, Education and Development Centre and the fantastic range of funded courses we support.

We can offer working arrangements that will enhance your work-life balance.  These include home working (dependent on service need) and a generous holidays allowance and currently free car parking.
