The post holder is accountable for the day to day coordination of GP primary care services. This includes the oversight of the primary care workforce team, primary care contracting staff (aligned from NHS England) and the central primary care transformation team. The post holder will work closely with the Primary Care Transformation teams in “Place” to ensure that they can improve services and outcomes for the population. 

 

This is a senior leadership role within the system.  The postholder will be an integral part of the senior leadership team, with broad areas of responsibility to ensure that we have in place the provision of effective primary care services.

Set high performance standards for service delivery, and monitor and report on progress against these standards at regular intervals as agreed with the NHS Alliance Director.

Work with the Place based primary care teams to ensure that our primary care transformation programme delivers the ambitions set out in our local primary care strategy, Health and Care Partnership Strategy and any policy direction provided by NHS England

Lead the central primary care team including the workforce team, aligned contracting managers and a central primary care team ensuring that all parts of the structure are focused on the delivery of local priorities.

The post holder is responsible for managing the delegated primary medical services commissioning function on behalf of  five CCGs, This includes ensuring ongoing delivery of primary medical services, delivery of commercial strategy, and contract management and business development of our 150+ primary care providers.

Provide subject matter expertise that links the contractual elements of primary care with the wider transformation ambitions ensuring that they can put in place safe and effective methods for commissioning primary care services

Develop and maintain effective relationships with partners and other external bodies (regionally and nationally), and use these relationships to continually improve service delivery and to promote the communities. 

The post holder will be accountable for the budget of their area and ensure compliance within financial accounting and audit obligations including following due processes in respect to procurement of resources.  This includes service line budgets and programme budgets.

The post holder will deputise for and represent the views of the NHS Alliance Director responsible for the primary care portfolio as required in local, system and regional forums and meetings.
