Job Details
The post will be working majority remotely to commence ASAP until the end of March 2022.
The post holder will lead on the procurement, negotiation, and contract management for designated healthcare contracts across all sectors.
Key responsibilities will include:
- Expected to maintain an in-depth knowledge and understanding of these areas and be able to provide advice and support to ensure principles are consistently applied;
- Ensure the designated contracts are written and performed for each provider and pathway on an annual basis to agreed timescales;
- Manage and co-ordinate the annual negotiation of NHS and other contracts and service level agreements;
- Act as first point of contact for specific contract enquiries and knowledge to support the ‘Places’ as part of the system team;
- Ensure that high standards of performance are delivered, and national and local targets are met, through the effective audit of contract delivery via data systems and performance management of contractual requirements;
- To support designated procurement exercises in accordance with EU Public Procurement Directives and the Procurement, Patient Choice and Competition Regulations including determining the optimum procurement route;
- Responsibility for authorising expenditure and accountable for expenditure for own function including overtime and expenses;
- Analyse and interpret relevant contracting performance and activity data;
- Regularly required to liaise with and respond directly to internal and external audit requests and enquiries and will be responsible for monitoring audit report actions.
- Educated to post graduate level in procurement, contracting, finance or related subjects or significant equivalent level of experience of working in these areas;
- Experience of contracting process gained within an NHS organisation;
- Experience of various contract payment mechanisms e.g. Payment by Results, Aligned Incentives etc;
- Experience of implementing standard NHS contract terms;
- Ability to interpret and implement policy on related matters and interpret organisational policies;
- Ability to anticipate problems, appraise risks, consider overall implications, and make effective decisions;
- Understanding of the NHS agenda and able to interpret to advise others;
- The ability to review service requirements, interpreting errors across the health and identifying solutions.
