An exciting opportunity has arisen, supporting a large NHS organisation as a Corporate Deputy Director of Estates and Facilities.

The post will be based in the East of England on an interim basis for 3 months, at a Band 8d.

The post holder will be responsible for ensuring that the organisation’s entire estate portfolio is managed safely, cost effectively and within statutory requirements.

Main Responsibilities:
  • Assist in the delivery of the organisation’s overall strategy, including supporting the teaching and educational estate;
  • Accountable for the PFI Contract and negotiation of all contractual changes;
  • Implement a change management approach through the re-tender and negotiation of all contracted out Facilities Management services;
  • Conduct effective management of contracted-out Facilities Management services within the organisation, ensuring that contracts are monitored in line with service specifications;
  • Provide strong and active support to the Director of Estates on the development and implementation of an approved Estates Strategy and maintaining an up-to-date Masterplan;
  • Support the Director of Estates & Facilities by ensuring a significant contribution to the corporate improvement and transformation plans for the organisation, and lead the Estates & Facilities function’s influence and support to wider transformational change;
  • Ensure that the organisation’s facilities are of a high quality and a clean and safe environment;
  • Make certain that all statutory and mandatory requirements relating to Estates and Facilities are met, and advise the Director of Estates of any non-compliance with statutory and mandatory regulations;
  • Ensure delegated budgets are appropriately managed and Cost Improvements and efficiencies are delivered in line with a three strategic approach to implementing change;
  • Make certain that the process for obtaining competitive tenders/quotations for major maintenance services/term contracts is followed in line with organisational Standing Orders and Standing Financial Instructions, NHS policy and EU Procurement Regulations;
  • Commission and monitor contracts for professional consultancy and the performance of work on the estate to ensure adherence to contract terms etc;
  • Ensure the effective management and technical control of In-House and contracted out Facilities Services including Catering; Domestic; Portering;
  • Act as ‘Authorised Officer’ for the management of contracted out Facilities Services, ensuring that contractors deliver to agreed contracts and that any agreed contract variations are documented.
A successful candidate will have:
  • At least 10 years’ experience in a Senior Management position with responsibility and accountability for the delivery of Estates and Facilities services and/or Capital delivery;
  • Experience of negotiating large service contracts;
  • Knowledge of how the Estates and Facilities function operates in the NHS setting;
  • Significant understanding of Capital investment regulations;
  • Detailed understanding of the Legal system and Law related to ownership of property;
  • Strong leadership skills in managing teams, contractual partners, and internal stakeholders.
