Woodrow Mercer Healthcare are looking for a Head of Emergency Preparedness, Resilience & Response to support a West Midlands Trust to meet NHS EPRR Core

Standards.

The post holder reporting to the Chief Operating Officer will undertake a Trust-wide role

regarding the overall performance of the Trust against the NHS EPRR Core Standards and embedding the trust Business Continuity programme.

Key responsibilities will include:
 

  • Manage and coordinate the development and delivery of all service business continuity plans as well as any specific training requirements for the Trust.
  • Co-ordinate, support, and advise the Trust in respect of emergency planning, business continuity and resilience matters, in liaison with relevant external partners.
  • Provide concise documentation to include: Major incident plans and policy, Performance/development/evaluation plans, Business continuity arrangements, Training needs analysis, Audit.
  • Help to sustain delivery of the National NHS England Core Standards for Emergency planning, delayed transfer of care and support the support the national emergency access target.
  • Undertake risk and contingency assessments of potential hazards, internally within the Trust and within the surrounding geographical area.
  • Provide specialist knowledge on matters relating to the emergency planning and resilience within the Trust.
  • Liaison with external stakeholders, including private hospitals, to facilitate an integrated approach with external organisations involved with emergency planning.
  • Implement the major incident plan through establishing an ongoing training programme and co-ordinate the testing of the major incident plan for robustness through mock incidents.
  • Maintain accurate records of exercises and training and produce appropriate reports and action plans for improvement.
  • Support the Trust strategy for the management of risk and participate in the development and implementation of risk management activities being undertaken within the field of emergency planning and resilience.

 

 

The ideal candidate will have:
 

  • Prior experience of working in NHS within EPRR.
  • Prior experience in the development of and delivery of service business continuity plans.
  • Strong understanding of national and sector emergency planning and resilience requirements.
  • Sound understanding of healthcare and integrated care system.
  • Degree or equivalent professional qualification.
  • Evidence of Continuous Professional Development.
  • Leadership and ability to motivate and empower others. Positive and effective team worker.
  • Demonstrable experience of management and organisational skills.
  • Excellent communication skills at all levels of the organisation including: Strong liaison and negotiation skills. Writing and presentation skills.
  • Ability to prioritise work, meet tight deadline and work independently.
  • Excellent interpersonal skills, judgement and analytical skills and conflict resolution skills.
  • Able to deliver flexible and creative solutions to difficult problems and challenges.
  • Intellectually flexible to work beyond existing structures and ways of working.

This role is on a contract basis:

  • Location:                   West Midlands
  • Length:                      4 Months (initial)
  • Rate:                          Band 8a
  • Hours/Days pw:       Full time (3-4 days on-site)
