Procurement Systems Manager

An exciting opportunity has become available, to join the Procurement department at Leeds Teaching Hospitals. You will be based out of St James University Hospital site, but may move across sites as required. The post holder will work closely with the eCommerce and Information Manager to ensure the Transactional Purchasing, E-Commerce and Data Analytics teams deliver an efficient and effective Procurement service. You need to be able to operate autonomously and engage with stakeholders, having in-depth knowledge of the P2P process. The post-holder must be adept at implementing, developing and managing challenging systems.

The Leeds Teaching Hospitals NHS Trust is one of the largest NHS trusts in the country, offering a range of both general and specialist hospital services. The Trust has a turnover of £1,170m and employs over 17,000 people. It consists of six hospitals and one dental institute:

The Trust serves a population of 752,000 in Leeds and its surrounding areas and treats around 1.5 million patients a year. Activity levels at the Trust are growing year on year with forecasted growth in the next financial year and as with the majority of NHS Trusts, The Leeds Teaching Hospitals NHS Trust will need to continue to provide excellent patient care in a heavily resource constrained environment.

The Supplies and Procurement department is made up of approximately 80 staff and the various teams are based throughout the Trust. (St James’s University Hospital, Leeds General Infirmary, Chapel Allerton, Seacroft and Warfedale Hospital). The department as a whole consists of the contracting sections for both Clinical and Non-Clinical, e- Procurement, Materials Management (Supply Chain), Scan4Safety and ICT Procurement. You will be based at SJUH but you will travel cross sites when required.

To provide leadership and support to the delivery of improved financial control and compliance of non-pay spend across the organisation with project team management of eProcurement systems including training as a major responsibility of the role. The post holder will ensure that the procurement of goods and services through GHX PowerGate and Oracle Cloud is processed in accordance with the Supplies Strategy, Trust procedures and Standing Financial Instructions. The team as a whole is expected to contribute to bringing greater efficiencies into our hospitals through the use of technology ensuring the release of critical nursing time and improve patient safety.

This opportunity is a key enabler to this development and will involve working with senior managers, stakeholders and suppliers to identify and implement initiatives that deliver best value and service levels. The successful candidate will become part of and lead a growing and talented team committed to the improvement of the procurement function as a whole.

Good demonstrable leadership skills are essential as are communication, customer-engagement, negotiation and organisational skills. The ability to work both individually and as a team is vital.

You should have experience of change management using technology with a proven track record of delivering complex projects ideally gained with some public sector exposure.

You will report to the Information & E Commence Manager and manage the e-Procurement team, including 3 direct reports, 18 staff in total.

Working hours are Monday-Friday, 37.5 per week.
