Programme Director of Workforce – GM Provider Collaborative
£93,735 - £108,075 per annum
Permanent, Full time - 37.5 hours per week
Location: Flexible across Greater Manchester sites
There’s significant transition taking place across the Greater Manchester Health and Care system by collectively implementing the Government White Paper, “Integration and Innovation: working together to improve health and social care for all”. The GM Provider Federation Board (PFB) will form a key part of the new GM ICS, working as a Provider Collaborative. To support GM NHS Trust Provider Workforce Directors to deliver their system wide objectives, we’re looking for an exemplar Programme Director of Workforce.
This is a unique opportunity for a capable leader to play an instrumental role in supporting GM Provider Directors of Workforce to drive change within the Provider Collaborative. Reporting to the Chair of the GM Provider Workforce Director Group, you’ll work with Workforce Directors & the PFB Team to coordinate & deliver programmes of work that drive cohesive activity across GM, ensuring the role adds value within the PFB infrastructure & achieves savings trajectories.
Furthermore, your ability to establish & maintain effective relationships with stakeholders both within the NHS & externally & your excellent communication skills will be imperative, acting as an ambassador for the GM workforce community, interacting professionally with senior stakeholders & clinicians, both face to face & virtually.

Main duties of the job
- Given the nature and role, you’ll be adaptable and flexible, as you’ll be required to act quickly to external influences and events and support as directed.
- As an effective negotiator with highly developed influencing skills and the ability to deal with potentially challenging situations under pressure, you’ll support a range of stakeholders with complex multi-dimensional challenges, working with the wider workforce infrastructure across GM including the Workforce Team at the GM Health and Social Care Partnership, ensuring the work of the GM HRDs aligns to and complements the overall health and social care People Strategy for GM.
- It goes without saying you’ll have a detailed understanding of NHS provider workforce and operations, including workforce planning / modelling and forecasting and a good understanding of the regulatory / legal requirements.
- As you’ll work with system wide colleagues, an understanding of this sector is also essential.
- Additionally, as a competent report writer with the ability to work autonomously and accurately to analyse complex problems qualitatively and quantitatively, you’ll be expected to establish and develop policies and processes in support of GM Provider Directors of Workforce.
Working for our organisation
The Provider Federation Board (PFB) was formed in 2016 and is part of the Greater Manchester (GM) Health & Social Care Partnership acting as the voice of GM NHS providers. It has a prominent leadership role across GM working in tandem with key organisations to promote productive collaborative working and innovative practices.
PFB has led the GM hospital response to COVID-19 and is playing a key role in coordinating system wide recovery. During this time, PFB has enhanced its ability to work collaboratively and provide system leadership and influence. In this context, PFB is developing its capacity to lead the delivery of a range of high-profile programmes of work on behalf of the system, including urgent care, mental health and elective care reform.
The PFB Executive Director groups, including HRDs are critical to the delivery of PFB priorities and agreed programmes of work.
Furthermore, emerging national policy indicates strongly for provider collaboratives, such as PFB, to take on greater leadership and accountability for delivery in health and care systems. Together, these changes mean that PFB’s leadership role will continue to grow.
