WUTH has an exciting opportunity for a Senior Medical Staffing lead to support the organisation, Senior Managers and the HR Team with highly specialist medical and dental T&Cs knowledge and expertise, and build integral relationships with our Medical and Dental colleagues. The individual will be able to shape the role to maximise effective delivery through partnership working and operating at a senior level.

The Senior Medical Staffing Lead is a separate standalone post (no direct reports) and supports both the Executive Team and Senior Management Team of the Workforce Directorate in  leading, directing and supporting the medical workforce agenda across the Trust and within Divisions.

The position is well suited to an individual who has extensive experience in a senior Medical Workforce role in a busy, complex NHS organisation. The individual needs to work autonomously, demonstrate gravitas, be politically astute and able to build effective networks.   

The Senior Medical Staffing Lead will be the subject matter expert for medical and dental terms and conditions, sharing knowledge and building capability across the HR Team and Workforce Directorate. Providing a high quality, responsive and comprehensive Medical and Dental Advisory Service to the Divisions within the Trust that is customer focussed, efficient, effective, and delivers to the highest possible professional standards.  

Main duties of the job

Act as the Senior Medical and Dental Professional to all divisions / corporate areas, developing a thorough understanding of the service and the Medical and Dental issues to ensure that their workforce requirements are identified and addressed in a timely manner.

This post will lead on Medical Staffing Policies for the Trust ensuring that they are up to date, modernised and reflective of national and/or local changes.

The post holder will provide leadership and expert advice in relation to all medical and dental staffing terms and conditions, employment legislation, policies and procedures, advise and implement national contract changes, workforce planning, key medical workforce processes and systems.

In addition, the post holder will take responsibility for specific Trust wide pieces of work as agreed with the Head of HR, Deputy Chief People Officer, Chief People Officer or Medical Director.

The Senior Medical Staffing Lead will liaise with the separate Medical Workforce Teams, including the Rota Team, Employment Services and Recruitment Team to provide expert advice and support, as required.

The post holder will manage and oversee the Clinical Excellence Awards process and ensure correct payment of the annual Clinical Excellence Awards for Consultants Trust wide. This includes the calculation and sign off of payments for Payroll to process and inform Finance of the calculated spend.

Detailed job description and main responsibilities 

The post holder duties will include; 

  • Leading on the review of all existing medical policies and procedures.
  • Creating new policies and updating policies in accordance with legislation, national directives, regional alignment and local requirements, consulting with the medical workforce and working with the HR Team and Executives / senior managers, as required.
  • Acting as JLNC (Joint Local Negotiating Committee) secretary which requires regular attendance at the Trust’s JLNC organising, planning, and arranging meeting dates, planning, and compiling agendas and circulation of the minutes and action log. Also, taking / reviewing the minutes at JLNC and completing actions in a timely manner

Experience of working in a Medical Staffing department setting at a middle or senior grade level is absolutely essential (ideally Band 6 and above) and a working knowledge of Medical and Dental terms and conditions of service is critical.

The individual will work with the JLNC and Regional BMA colleagues to develop and maintain good working relationships and foster a partnership approach regarding the medical and dental workforce within Divisions and the wider Trust. This includes informal and formal meetings to seek early resolution to matters, policy development etc.
