The post holder will be expected to work collaboratively with the Associate Director for Learning and Development to develop, implement and deliver the People Strategy 2019-2024. In the delivery of this, there is a requirement to engage and empower our staff to consistently deliver high standards of care, supporting a shift in culture in the organisation to embrace change while holding managers accountable for delivery. The post holder will act as a role model and a champion for the Trust STAR values, and ensure that they are embedded in all people management practices.

Main Responsibilities and Duties


  • To support the Director of Human Resources in the development, implementation and delivery of the Trust's People Strategy ensuring that it is aligned to the delivery of the Trust's Strategy.
  • To provide a strategic HR perspective regarding business development and planning to the organisation, ensuring that national and local NHS policy, initiatives and changes to terms and conditions are implemented appropriately.
  • To support work being undertaken to develop our leadership capability and develop our talent and succession plans for key roles.
  • To support the Head of Recruitment and Resourcing, in developing and implementing a Recruitment & Retention Strategy ensuring we can recruit the right staff with the right skills and values to deliver high standards of care.
  • To work with the HR Head of Services to improve staff survey results in a sustainable way to ensure that the Trust is one of the top three Trusts to work for across the South of England.
  • To support the on-going development of partnership working with our Trade Union colleagues.
  • To develop a Remuneration Strategy ensuring that we are rewarding staff appropriately at all levels in the organisation.
  • To ensure that organisational change projects and saving schemes meet objectives and that an establishment management process supports these changes.
  • To line manage HR Business Partners, Head of Health and Wellbeing Head of Recruitment and Resourcing and Temporary Staffing Teams to ensure that the service delivery meets current and future organisational needs.
  • To be accountable for the delivery of a high quality pro-active service that is delivered consistently throughout the Trust for each service area so that value add and assurance are clear and monitored
  • To be responsible for agreeing objectives, KPIs and service level standards for areas of responsibility and ensuring processes are in place for monitoring.
  • To support the HR Services by ensuring that managers and supervisors are trained and supported in employee relations matters and that KPIs are met.
  • To support the Head of Recruitment and Resourcing to ensure the on-going recruitment and retention of permanent and temporary staff in a timely and efficient way reducing the Trust vacancy rate and use of temporary staff to the agreed workforce plan. To ensure that the e-rostering solution meets organisation needs.
  • To support the HR Services to provide effective workforce planning and information support for the relevant teams, ensuring ideas on innovative roles are brought into the organisation and adopted.
  • To lead the development of workforce planning capability across line managers to support service improvement.
  • To manage, attend and provide reports to the Employee Partnership Forum & Local Negotiation Committee ensuring relationships are positive and progress is made even though some issues may be contentious.
  • To lead in the development, implementation and evaluation of people policies, practices and procedures, ensuring that the policy framework is supporting the cultural shift described in the People Strategy.
  • To produce in collaboration with the managers who report into this role meaningful written reports, and ensure that the Divisional performance meetings are receiving the right information to support early decision making and remedial action where needed.
  • To regularly undertake comparative work within the NHS, and externally, to ensure we are constantly seeking and implementing best practice for our staff and services.

  • Budget Responsibilities


  • As a Budget Holder/Manager you are responsible for the co-ordination, monitoring and review of the use of financial resources within your budget.
  • To manage delegated staff and non-staff budgets, on behalf of the Director of Human Resources.
  • To support the Director of Human Resources in developing efficient and cost effective services which provide value for money and to income generate where possible.

  • Responsibilities for People or Training


  • To provide high quality leadership to the operational teams and heads of department ensuring that teams are empowered to take action and are held accountable for performance.
