Would you like to be a part of The London Borough of Hounslow, whose diverse workforce are committed to making a positive difference for our residents and visitors by ensuring the quality of our services are maintained to a high standard? Do you want to lead and develop a team of L&OD professionals? Hounslow Council is an outstanding council serving an outstanding borough. With brilliant, visionary leadership, a dynamic Cabinet and a can-do culture, we've built strong partnerships within our community which have transformed how we serve one of London's most diverse boroughs. Hounslow is the world in one place, full of potential, but a borough hit hard - socially and economically - by Covid-19. We've stepped up for our residents and businesses like never before.

We're looking for a Strategic OD, Leadership and Learning Manager with a responsibility to embrace and lead change, be outcome-focused, and put Hounslow residents at the very heart of everything we do and every decision we take.

Role Purpose
You're a London Borough of Hounslow (LBH) leader, with a responsibility to embrace and lead change; be outcome-focused; and put Hounslow residents at the very heart of everything we do and every decision we take. You will live and breathe our Values and behaviours. Your professional accountability is to develop and deliver a first class, modern and inventive organisational, leadership and people development function across Council services. As a member of the LBH leadership community reporting to the Head of ODLL, you'll help bring our Organisational Wellness Strategy to life, ensuring that together, our people and partners create a flourishing workplace where everyone is able to be at their very best so that our Hounslow community thrives. As a corporate citizen and 21st century LBH public servant, you'll be responsible for the strategic implementation of programmes that will explicitly benefit Hounslow residents. You'll go beyond your professional discipline and work across boundaries, within the organisation and beyond, to support our One Hounslow transformation programme through your exceptional strategic leadership of programmes, resources and fellow professionals.

Key Accountabilities
Your principal focus will be on enabling our people to Connect, Belong, Grow and Flourish through a first class, modern and inventive organisational, leadership and people development service that you'll help to shape and deliver. You'll lead initiatives at a strategic level that develop our culture and embed our LBH Values across everything we do.

You'll work collaboratively with key stakeholders at all levels and across areas to ensure that the experience of our people is the very best that it can be, and that our HR & OD Directorate objectives are delivered to time, quality and budget.

You'll provide expert people development advice and consultancy services to senior leaders, partnering with the business and key stakeholders to achieve the very best outcomes for individuals, the organisation and our Hounslow community and contributing to the creation and implementation of organisational, leadership and people development interventions, through commissioning when appropriate. You'll take a dynamic and blended approach, enabling our people to access the right development at the appropriate time and in range of ways to meet our diverse needs.

You'll focus on creating a shared internal and external understanding of our work, priorities, Values and ambitions through your strong and inspirational leadership of a team of ODLL professionals, representing our purpose and the contribution we make to the Council's success so that together with your immediate team and wider HR & OD colleagues we give the best possible service.

You'll support work to enable LBH to become an even more inclusive employer, putting equality front and centre of everything we do and engaging with key stakeholders, like our Equality Network Groups, to achieve positive outcomes.

You'll participate in project teams outside of our professional function, acting as a corporate citizen by supporting the implementation of transformational change or workstreams that contribute to its delivery.
These are the Values that drive us:

  • Lead with heart
  • Do new
  • Pass on the power
  • Harness the mix
  • Be a rock

You bring significant experience of strategically leading organisational, leadership and people development programmes and teams within a complex environment. You have expert knowledge of current best practice, valuing thought leadership and looking beyond your organisation to identify the very best strategic and operational people approaches.
