EPRR Manager, 6 month contract, Hybrid working, £400 a day - Inside IR35

Woodrow Mercer Healthcare are currently looking for an experienced EPRR Manager to support a trust in the North-West on a 6 month contract.

The postholder will work within the EPRR team to deliver and maintain an effective EPRR service and support the implementation of EPRR plans and the enhancement of resilience across the Trust.  This will include ensuring that up to date plans are in place to comply with legislation and guidance.

The postholder will work as part of a team and autonomously towards defined goals, they will be an expert for all EPRR matters within the Trust and act as a source of information and guidance.

The postholder will be responsible for developing and implementing EPRR training and exercising activity to ensure and maintain staff and patient safety and well being.

 

Detailed job description and main responsibilities

Governance and risk assessment

1.    Assist the Trust and its staff in achieving agreed key aims and objectives linked to the national, regional and local resilience agenda
2.    Undertake a range of emergency preparedness activities commensurate with the role, including hazard identification, risk assessment and consulting on and embedding EPRR service improvements in line with the emergency planning cycle
3.    Undertake the completion and monitoring of NHS England and associated EPRR audits particularly the annual Core Standards Audit 
4.    Review responses to individual incidents, assess the adequacy of the plans, arrange debriefs and make adjustments to plans as required
5.    Work with colleagues to ensure that a culture of resilience is embedded within the organisation at all levels
6.    Support and contribute to Trust’s Emergency Planning Committee, and Trust governance and assurance committees as appropriate


Policies and procedures

1.    Develop, review and update EPRR policies, plans and procedures in line with changing risk levels and national guidance.  
2.    Develop business cases for EPRR service developments as required 
3.    Provide professional support and advice to local NHS organisational and emergency preparedness partnerships within the scope of the role and responsibilities of the Trust;
4.    Represent the Trust on local regional multi-agency EPRR groups and forums.  

Organisational and professional responsibilities

The post holder will be required to:
1.    Deputise for the Head of Emergency Planning in all aspects of their role in their absence.
2.    Have financial responsibility to sign off staff rosters and invoices for procured items and services.
3.    Line manage staff within the department
4.    Develop their knowledge, experience, professional skills and aptitudes by progressively increasing a portfolio of responsibilities over time
5.    At all times display excellent interpersonal skills 
6.    Communicate effectively both verbally and in writing and in presentations
7.    Prepare clear and well laid out plans, reports, briefings and guidance commensurate with the appropriate level of knowledge and experience
8.    Liaise with a range of contacts across a variety of organisations to communicate technical, complex, sensitive or contentious information
9.    Employ negotiating and/or persuasive skills to achieve desired outcomes
10.    Employ project management techniques to achieve discrete objectives within a wider work programme
11.    Use a variety of information and communications technology to relay information
12.    Draft and prepare meeting notes and minutes where necessary and arrange meetings and events as required 
13.    Complete a wide range of administrative tasks, including administration of e-learning courses and training record keeping
