EPR Programme Director
Woodrow Mercer Healthcare are working with Mid and South Essex NHS Foundation Trust who are looking for a motivated individual with excellent communication, interpersonal and organisational skills who is dedicated to working as part of their team to lead the development and implementation of the unified EPR system across EPUT and MSEFT ensuring that its delivery is fit for purpose and is aligned to and supports the two Trusts strategic objectives and future service models.
This role will lead the stakeholders from both trusts and the ICB to the completion of the full business case, including the implementation of the procurement governance, OBS (Output Based Specification) development and contract negotiation coordination. They will work in partnership to ensure the delivery of preparation activities such as data migration strategies in the run up to full implementation. You will be responsible for standing up and leading the programme team and governance through to implementation.
About Us & Our EPR Journey
Mid and South Essex NHS Foundation Trust (MSENHSFT) provides services to the residents of Southend, Basildon and Chelmsford. It was formed in April 2020 by the merger of Southend University Hospital NHS Foundation Trust, Mid Essex Hospital Services NHS Trust, and Basildon & Thurrock University Hospitals NHS Foundation Trust. Essex Partnership University NHS Foundation Trust (EPUT) provides community health, mental health and learning disability services to support more 3.2 million people living across Bedfordshire, Essex and Suffolk. EPUT was formed on 1 April 2017 following the merger of North Essex Partnership University NHS Foundation Trust (NEP) and South Essex Partnership University NHS Foundation Trust (SEPT). EPUT and MSEFT are embarking on a UK first of type EPR procurement for a single EPR that spans Acute, Mental Health and Community health services. We have already undertaken extensive market engagement and will start the process to select a preferred bidder over the next 3 months.
There is extensive interest nationally in this first of type opportunity and we are excited to offer this role to an experienced programme director to lead the programme
Main duties of the job
Develop and maintain sustainable working relationships to engage and communicate with a range of key stakeholders including the Trust Board, Executive team, Senior Managers and wider ICS leaders.
Work with all internal and external stakeholders to build effective relationships that engage with the design and delivery of the EPR Programme.
Communicate highly complex and sensitive information with a range of internal staff and external stakeholders, ensuring that the EPR milestones are delivered within agreed timescales.
Establish the EPR Programme structure, embedding into the Trust's governance and existing programmes of work, putting in place robust monitoring and reporting processes.
Responsible for the development of Programme Plans for the Readiness and Implementation Phases of the unified EPR programme.
Responsible for supporting the development and approval of the Full Business Case for EPR for EPUT/MSEFT.
Work alongside suppliers to develop systems and services to integrate and support the implementation and digital transformation.
Support cultural and behavioural change across the Trust which will enable a new way of working to be established to improve patient care and service delivery.
Establish the Benefits Realisation strategy for the EPR programme, and approach to monitoring release of benefits.

- Act as source of specialist knowledge, preparing and delivering briefings and presentations to a wide range of stakeholder groups internally and externally
- Communicate, both verbally and in writing, complex sometimes contentious and potentially commercially sensitive information to a range of different staff groups
- Establish the EPR Programme structure, embedding into the Trust’s governance and existing programmes of work, putting in place robust monitoring and reporting processes
- Responsible for the development of Programme Plans for the Readiness and Implementation Phases of the unified EPR programme

Experience
- Evidence of developing sustainable working relationships to engage and communicate with a range of key stakeholders including the Trust Board, Executive team, Senior Managers and wider ICS leaders
- Experience of delivering wide scale Electronic Patient record systems
- Evidence of being able to Establish the Programme structures, embedding governance and existing programmes, putting in place robust monitoring and reporting processes.
- Experience of navigating the media and political stakeholders is highly desirable
