Job Details
The role is critical to the organisation and will be at the forefront of providing strategic, operational, and transformational leadership associated with Emergency Planning, Response, & Resilience (EPRR), and the site management team. The successful post holder will provide specialist advice, skills, leadership, and collaboration ensuring compliancy with statuary requirements, and key performance indicators are upheld.
Key responsibilities will include:
- Responsible for the Trust as a Category 1 Responder, ensure the Trust is compliant with the statutory requirements of the Civil Contingencies Act (2004), the Health and Social Care Act 2012 and the requirements of NHS EPRR Core Standards and NHS England EPRR framework 2015 and any incident specific guidance as issued;
- Ensure that EPRR corporate responsibilities are met and provide assurance to the organisation’s Board that it complies with relevant legislation and guidance;
- Lead and be responsible for the continuous update, development and maintaining the emergency plans and supporting arrangements, to ensure they are robust and fit for purpose, in line with current best practice, compliant with legislation and national, regional and local guidelines, based on lessons learnt from exercises and live implementation and reflect the well-being of our patients;
- Lead and be responsible for the continuous update development and maintaining the corporate Business Continuity Plans and supporting arrangements for Core services and that the Trusts Business Continuity Management System is aligned with the recognised Standard ISO 22301 and ISO 22313, and contain lessons learnt from exercises, debriefs and live implementation, and reflect the well-being and welfare of our patients and staff;
- Collaborate with key stakeholders (internally and externally) to support the review, development and maintenance of group Business Continuity Plans and supporting arrangements providing subject matter expertise;
- Responsibility for all risks relating to EPRR that may affect the Trust both internally and externally are captured and monitored in accordance with the Trust’s procedures;
- Ensure effective communication of emergency plans across the Trust, the wider health economy and relevant resilience partners;
- Work with communications staff to ensure an appropriate communications and media response by the NHS to significant events and emergencies;
- Coordinate and lead in the provision of competency training in relation to business continuity, critical or major incidents on Trust sites, ensuring all on-call executives and managers on the on-call rota are briefed and adequately trained re EPRR matters;
- Be available as a specialist to support senior management, including providing a tactical response, during incidents and emergencies during working hours and work flexibly in the event of an out of hours incident;
- Represent the Trust on various multi-agency forums, working with partners across the health economy and the region to ensure plans and responses to incidents are integrated, contributing to the development of local, and regional strategy and policy development to formulate a resilient EPRR framework;
- Lead internal Trust debriefs and produce incident reports, where appropriate.
- Professional qualification and registration;
- Health in Emergency Planning qualifications;
- Experience in emergency planning;
- Knowledge and understanding of national, regional and local emergency planning policy and structures;
- Site management experience in a complex organisation;
- Knowledge of the NHS in the context of emergency planning;
- Knowledge and understanding of current incident response policy and practice issues including the Civil Contingencies Act;
- Proven ability to develop emergency & business continuity plans.
