We are working with an NHS organisation who are seeking to appoint an Interim Chief Operating Officer for a short term assignment. The role will be for 3 – 4 months initially with an expectation of extension and hybrid working is an option.

The role will be remunerated at a VSM level on a FTC basis with an expectation of starting imminently.

Key responsibilities will include:
  • Responsible for ensuring the successful system wide operational delivery and performance of all primary, community acute and tertiary services and through such delivery, for supporting health improvement at an individual and population level. The COO also holds responsibility for Primary Care Commissioning and Contracting, and will lead Primary Care integration and Development of Primary Care Academy;
  • Portfolio coverage includes: Primary, Community, Acute and Tertiary Services; Primary care Academy (not Primary Care Contracting); Integrate with Primary Care Development and Academy; Integrated Health Communities; Women's services and Pan organisational services (e.g. Diagnostics);
  • Clinical and Clinical support services encompassed within the accountabilities for this post include primary care, (via independent contractors), community services, hospital-based services, (including site flow management), diagnostic services, services for children and women;
  • Corporate responsibility jointly with other Board members for development of the strategic direction, corporate policymaking and development and delivery of UHB objectives. The COO will support the development and implementation of the organisation strategy and aligned clinical services plan and will work with colleagues to deliver the Health Board’s vision of Health care;
  • Accountable to the Board for operational delivery of the clinical and clinical support services that underpin the strategic direction of the organisation, with the key focus on overall performance and the need to continually improve well-being outcomes. They will ensure a continuous improvement approach to the implementation of the operating model and the delivery of clinical services in the Health Board.
The ideal candidate will have:
  • Proven experience of working and contributing at a senior Board level;
  • Outstanding reputation and demonstrable successes at executive director/very senior level, with a proven track record of producing high quality results in the management and leadership of operations in a large and complex organisation, preferably within the NHS;
  • Experience of managing significant resources and budgets and a proven track record of delivering financial balance, sustainability and value for money;
  • Experience of operational and capacity planning to meet organisational performance targets;
  • Understanding of clinical engagement with evidence of methodology and experience of implementation;
  • Experience of establishing and applying robust performance management systems and accountability frameworks;
  • An ability to drive change through improvement and transformational mechanisms in order to deliver improve patient outcomes.
