We are working with an NHS organisation who are seeking to appoint an Interim Deputy Chief Operating Officer for 6 months in the first instance.

The role will start ASAP and be remunerated at band 9 under the NHSI Agency Caps and will involve hybrid working.

A proven track record at this level and in this capacity is essential, the Trust need someone who will hit the ground running and support the organisation.

Key responsibilities will include:
  • The Deputy Chief Operating Officer supports, and delegates for, the Chief Operating Officer to ensure daily and ongoing operational delivery according to the Trusts operational plan and strategic intent. They will lead delivery of high quality clinical services and co-ordinate effective day to day performance management across Divisions;
  • Be accountable for the day to day operational delivery of the emergency and elective admissions process, including the creation of sufficient surge capacity during periods of increased demand throughout the Trust which ensures safe and appropriate patient placement at all times;
  • Provide professional leadership and support to Operations Management Teams;
  • Ensure mechanisms are in place for 24/7 operational delivery of the emergency and elective inpatient, day case and outpatient services;
  • Support delivery of local and national access targets and Trust objectivesLead a portfolio of individual responsibilities on behalf of the Chief Operating Officer, providing effective leadership and support to all staff within the team;
  • Contribute, as the deputy of the Chief Operating Officer, to the wider corporate leadership of the Trust including the operational support to and performance management of services delivered by the Clinical Directorates of the Trust;
  • Accountable for the day to day operational delivery of the emergency and elective admissions process, including the creation of sufficient surge capacity during periods of increased demand throughout the Trust which ensures safe and appropriate patient placement at all times;
  • Support delivery of local and national access targets and Trust objectives;
  • Build effective relationships with key internal and external stakeholders to implement organisational delivery objectives in key areas of change;
  • Ensure that effective management systems are in place and that Trust staff actively understand and are engaged in implementing the Trust vision and strategy;
  • Accountable for the clinical operations budget and to meet all cost improvement requirements, ensuring that any service redesign and implementation of service change improves operational efficiency and are in accordance with best practice and agreed pathways of care.
The ideal candidate will have/be:
  • Educated to degree level or evidence of extensive and directly relevant acute health sector operational management at a senior level;
  • Credible and proven track record of achievement as a leader;
  • Extensive operational experience in an acute environment;
  • Significant experience at a senior level in a complex environment, including a sound understanding of the performance and governance requirements of the NHS for acute Trusts;
  • Significant experience of financial management and rigorous financial management and control to meet agreed targets;
  • Experience of establishing and applying performance management systems in areas like contract monitoring, staff management and departmental performance indicators;
  • High degree of political sensitivity and experience of dealing with a range of issues in a complex stakeholder environment;
  • Strong commercial and business acumen and judgment, understanding the need for efficient services and the impact of operational efficiencies on financial performance, the patient experience and staff motivation and morale.
