Cheshire and Merseyside Integrated Care Board (ICB) is responsible for planning NHS services for a population of 2.7m people. Our vision is for everyone in Cheshire and Merseyside to have a great start in life and get the support they need to stay healthy and live longer. We pride ourselves on our history of collaborative working across Cheshire and Merseyside, partnering with 17 NHS Trusts, 349 GP Practices, 9 Local Authorities, 559 Pharmacies, and the voluntary sector to deliver seamless person-centred care and tackle health inequalities.
We are seeking a forward-thinking and strategic Executive Director of Finance to join our dynamic team. With a budget of circa £7bn and complex operating environment, this pivotal role is critical to our mission and offers a significant opportunity to positively impact the health and wellbeing of local residents. As a key member of the ICB Board, you will lead the financial strategy, ensure robust financial performance, and foster a culture of innovation and collaboration.
Key Responsibilities:
- Ensure the ICB meets financial targets set by NHS England, including living within the overall revenue and capital allocation and administration costs limit.
- Develop and deliver the long-term financial strategy of the ICB, integrating strategies of all relevant partner organisations.
- Oversee the financial leadership and performance of the ICB, ensuring resources are effectively deployed to provide the best possible care for the population.
- Build partnerships with system leaders across health care, public health, primary care, local government, and the voluntary sector to drive transformational change.
- Ensure the ICB implements a robust financial strategy, focusing on improving population health outcomes, tackling health inequalities, and enhancing productivity and value for money.
- Lead on the development of digitally enabled transformation and the clinical and care elements of a sustainable People Plan for the ICS workforce.
To be successful, you will possess:
- CCAB qualified with professional accountability for your conduct in the role.
- Substantial senior leadership experience in complex systems, with a track record of leading financial transformation and strategic thinking.
- Exceptional communication and collaboration skills, with the ability to influence and build trusted relationships with a wide range of stakeholders.
- A commitment to the values of the NHS Long Term Plan and the NHS People Plan.
